School Board Approves Contracts for GOB Projects Valued at $20.4 Million, Small Business Enterprise Goals Met or Exceeded

The Miami-Dade School Board, at yesterday’s monthly meeting, approved the commissioning of architects and contractors for two General Obligation Bond (GOB) projects, and construction awards for two additional GOB projects collectively valued at approximately $20.4 million.  Voters overwhelmingly approved the GOB in 2012 to renovate, remodel and replace schools; expand student capacity; enhance safety; and provide technology upgrades. The projects were the following: 


Norland Middle School – Scope of work includes: utility infrastructure improvements; new covered walkway; exterior improvements, including new fascia, storefronts and finishes; selective flooring and ceiling replacement; removal of lockers including restoration of all finishes (as required); renovation of auditorium including reroofing, replacement light fixtures, stage lighting with control system, sound system (including replacement of built-in control table), display cases and seating; heating, ventilation and air conditioning (HVAC) system improvements; electrical improvements; P.A. and security alarm system upgrades; replacement of fire alarm system; and selective exterior/interior painting.


Total project allocation - $7.28 million                        Completion – February 2021

Total Sub-Consultant Small Business Enterprise Participation (Architect): 27 percent

Total Sub-Consultant Small Business Enterprise Participation for pre-construction (Contractor): 10 percent



Ernest R. Graham K-8 Academy – Scope of work includes: a new bus drop-off including drives and covered walkways; new Kindergarten playground with shade cover and replacement of existing playground surface; parking lot and hardcourt improvements; selective replacement of windows, steel doors, frames and hardware fencing at service yard; repair of retaining wall (as required); selective replacement of flooring; electrical upgrades; selective elevator improvements; HVAC improvements including controls (as required); P.A. security and fire alarm system improvements; and selective exterior/interior painting.


Total project allocation - $6.97 million                          Completion – January 2022

Total Sub-Consultant Small Business Enterprise Participation (Architect): 38 percent

Total Sub-Consultant Small Business Enterprise Participation for pre-construction (Contractor): 10 percent

Greynolds Park Elementary School – Scope of work includes: portable demolition and site restoration; play court improvements; HVAC improvements; selective roofing replacement; restroom renovations; security camera system improvements; and miscellaneous ADA improvements throughout.


Total project allocation - $3.17 million                                           Completion – April 2020

Total Sub-Contractor Small Business Enterprise Participation (Construction): 44.97 percent

Total Sub-Contractor Small Business Enterprise Participation (Construction Management): 16.76 percent

Local Workforce Utilization: 20 percent county-wide



South Miami Middle School – Scope of work includes: new fire alarm system; ceiling and lighting improvements in building 1; selective window replacement; HVAC improvements; restroom renovations; and site improvements.


Total project allocation - $3 million                                           Completion – April 2020

Total Sub-Contractor Small Business Enterprise Participation (Construction): 53.95 percent

Total Sub-Contractor Small Business Enterprise Participation (Construction Management): 15 percent

Local Workforce Utilization: 20 percent county-wide
