Goals exceeded for utilization of SBE and M/WBE
Construction
will begin shortly on a new K-8 building addition at Dr. Toni Bilbao Preparatory Academy, along with renovations at Joella C.
Good Elementary after the Miami-Dade County School Board approved construction
contracts for two General Obligation Bond (GOB) projects valued at $16.6
million. The School Board also commissioned an architectural / engineering firm
for renovations of the GOB project at Flamingo Elementary, valued at $9.6 million,
during its regular monthly meeting.
Florida Lemark Corporation was contracted to deliver the new, 38,000
square-foot, three-story addition that will house the sixth-to-eighth-grade
expansion at Dr. Toni Bilbao
Preparatory Academy in Doral. The school, which was named for beloved,
lifelong educator Maria Antonia “Toni” Bilbao, was constructed in 2017.
This project
will include administrative offices, a warming kitchen, outside dining area and
patio, science lab and classrooms including rooms for Exceptional Student
Education (ESE) programs, language arts, computer and band. The school will
also receive a new basketball court, covered drop-off area, additional parking
spaces, playfield upgrades and covered walkway connection to the existing
building. The facility has a permanent capacity of 750 student stations and
will expand to a total capacity of 1,200 permanent student stations upon
completion of this phase.
Florida Lemark will use a total Sub-Contractor Small/ Micro Business
Utilization (S/MBE) participation of 21.38 percent and Minority/Women Business
Enterprise Utilization (M/WBE) participation of 5.95 percent. The company will
provide local workforce utilization of 20 percent for construction within a
countywide radius. The $11.8 million project is scheduled to be completed by
July 2021.
Joella C. Good
Elementary was built in 1990 on an 11-acre parcel of land between Country Club
of Miami and Miami Gardens. The existing school, which had additions
constructed in 2004, is currently comprised of eight buildings with 963 student
stations.
State Contracting & Engineering Corporation has been contracted to deliver
a modernized makeover to the school complete with ADA-approved renovations,
replacement of safety and climate control equipment, new building signage, and
painting and miscellaneous upgrades throughout. The $4.8 million GOB project is
slated to be completed by October 2021.

Sub-Contractor Small/ Micro Business Utilization (S/MBE) participation of 23.31
percent and Minority/Women Business Enterprise Utilization (M/WBE)
participation of 7.28 percent. The company will provide local workforce
utilization of 20 percent for construction within a 10-mile radius.
M.C. Harry & Associates, Inc. (MCH), has
been commissioned as the architect/engineer of record for the renovation of
Flamingo Elementary. Built in 1957, the school shares a border with Bright Park
in Hialeah and LeJeune Road. The existing facility has had additions
constructed and is currently comprised of six buildings.
The project includes ADA-approved renovations throughout all six buildings
including a new elevator, replacement of safety and climate control equipment,
new hurricane storm windows, new lighting, renovated lavatories and entry ways,
and painting and miscellaneous upgrades throughout. The $9.6 million project is
scheduled to be completed by April 2023.
MCH will use a total Sub-Consultant S/MBE participation of 10.54 percent and
M/WBE participation of 12.16 percent. The company will provide a local
workforce utilization of 20 percent for construction within a 10-mile radius.
Miami-Dade County Public Schools has been expediting construction projects
while schools have been closed, following all CDC guidelines and prioritizing
health and safety.
In 2012, voters overwhelmingly approved the GOB to renovate, remodel and
replace schools; expand student capacity; enhance safety and provide technology
