M-DCPS LEGISLATIVE PROGRAMS TARGET FUNDING, EDUCATION
REFORM
MIAMI &endash;
School district representatives will head to Tallahassee
Monday for the Legislature's special session to offer their
input on establishing a high-quality pre-kindergarten
program that provides rich learning opportunities.
Their efforts are part of the district's 2005 State and
Federal Legislative Programs, approved by the School Board,
that will focus on achieving the school district's three
strategic priorities: eliminating low-performing schools,
raising academic achievement for all students in all
schools, and improving business and construction
practices.
At the state level, the top priority is restoring the
District Cost Differential to ensure fair and equitable
funding to school districts by compensating for higher costs
of living in major urban areas.
Other priorities include:
Secondary
education reform that provides personalized learning for
each student in smaller learning communities.
Supplemental
funding for community-based groups that address critical
needs such as health care and relevant educational
programs for children from birth to three to ensure that
they obtain the skills necessary for success.
Literacy
and continuous professional development for all adult
learners.
The district
also will ask that the Legislature's performance-based
education funds be used as a positive incentive for
districts that exceed targeted goals and not be withheld
from low-performing districts.
At the federal level, priorities reflect continuing issues
from the previous Congressional session, such as
reauthorizing the Individuals with Disabilities Education
Act, Medicaid reimbursement, and funding the impact of
immigration and school construction needs.
The goal of advocating for these issues is to ensure that
M-DCPS remains an efficient and effective organization that
provides high-quality educational programs to all its
students and a well-prepared workforce to the business
community.
