Project Zero Concept Drill. The Project Zero concept is a process whereby a building or structure is divided into numerical colored quadrants; thereby, providing both civilians and responding law enforcement personnel with a fast and accurate reference point in order to reach and mitigate an incident as expeditiously as possible. |
