At its regular monthly meeting, the Miami-Dade School Board awarded contracts to three construction companies to complete General Obligation Bond (GOB) projects at West Lakes Preparatory Academy, Herbert A. Ammons Middle School and Charles R. Drew K-8 Center valued at approximately $47.1 million.
West Lakes Preparatory Academy – D. Stephenson Construction, Inc. has been commissioned as the construction firm for the bond-funded Phase 3 renovations, remodeling and a new addition at West Lakes Preparatory Academy, a K-8 located in the northwest area of Hialeah. Built in 2016, West Lakes Prep is adding middle school grades.
The scope of work includes remodeling Building 5 to include 12 middle school classrooms and labs to create 287 new student stations. A secondary dining and serving area, including serving lines, will be created as well as a stage with lighting and a sound system for the cafetorium. An existing elementary school basketball court will be reconfigured into a middle school court. Physical education locker rooms will be renovated with new ceiling and plumbing fixtures, and the teachers’ lounge will be renovated and expanded. A new addition will be constructed to connect Buildings 5 and 6.
Total project allocation - $11 million Completion – January 2024
Total sub-consultant Small/Micro Business Enterprise (S/MBE) participation: 10 percent
Total sub-consultant Minority/Women Business Enterprise (M/WBE) participation: 5 percent
Herbert A. Ammons Middle - Florida Lemark Corporation has been awarded the construction contract for a new, unique, energy efficient middle school building at Herbert A. Ammons Middle School. Built in 2003, the existing school currently comprises 16 temporary portables. The facility will have a permanent capacity of 1,337 student stations upon completion.
The project scope includes demolition of existing temporary structures and underground utilities, including site restoration; construction of a new 59,225 sq. foot, two-story facility featuring general purpose, science and ESE classrooms. The school will also house an art classroom and music/performance platform, a media center (with a director’s office, reading room, media resource, audiovisual storage, and closed-circuit television), a dining/multipurpose room, a full-production kitchen and serving areas.

Total sub-consultant S/MBE participation: 13.31 percent
Total sub-consultant M/WBE participation: 21.37 percent
Charles R. Drew K-8 Center – Veitia Padron Incorporated has been awarded the contract to construct a new three-story building addition at Charles R. Drew K-8 Center. Built in 1964, the school currently comprises seven permanent buildings on a 7-acre parcel of land. Upon completion of this Phase, the school will have a permanent capacity of 567.
The project scope includes demolition of Buildings 1 and 2, a new covered walkway, a new basketball court, fire alarm, security and a communications systems to interface with new and remaining existing buildings.

Total sub-consultant S/MBE participation: 16.92 percent
Total sub-consultant M/WBE participation: 18.60 percent
Voters overwhelmingly approved the GOB in 2012 to renovate, remodel and replace schools; expand student capacity; enhance safety; and provide technology upgrades.
